Job Description:
Lakeshore Construction and Engineering is a growing federal government contractor. We provide construction and environmental contracting services to DoD and other federal agencies. Contracting mechanism includes design-bid-build, design-build, construction (RFPs), IFBs, design-build-plus. We are seeking a talented Procurement Manager and an Estimator who can cohesively work in a team to produce winning proposals and to complete the procurement of subcontractors, personnel and other resources to successfully start of every project that was won.
Education:
Bachelor's degree in business, engineering, construction management, economics or demonstrated equivalent combination of education, training and related experience. CPM, CPCM or equivalent certification desired.
Average Experience:
Entrants to this position generally possess an average of 10-12 years experience in procurement, including 4 years of experience on engineering and construction projects. Minimum 2 years field experience preferred.
Demonstrated ability to perform procurement functions and manage a procurement team including the management of staffing plans and the assignment of tasks.
Familiar with basic critical path schedules and able to use schedules and market trends in the establishment of procurement milestones.
Knowledgeable of legal terminology within procurement terms and conditions and has the ability to evaluate and recommend methods to resolve risks due to deviations. Knowledgeable of FAR requirements.
Possesses the skills for analyzing bids to determine potential for cost savings, assessing risks, and developing negotiation strategies.
Possesses the skills to estimate various construction trades
Extensive knowledge of the types of agreements that can be used for the purchase or materials and equipment.
Excellent communication and coordination skills
Excellent handle on Excel; Detail oriented,
Able to take a project from concept to completion
Ability to work on Design-Build projects
Ability to work under pressure, closely track details of multiple projects and interact with executives and sales staff at all levels. Solid vendor relation and conflict resolution skills.
Comfortable working in a rapidly changing, unpredictable environment
Good problem solving skills
Self-starter and able to work under minimal supervision
Sense of urgency and deadline-oriented
Work is driven by tight deadlines and may require long hours including evenings, weekend and holidays
Responsibilities:
Identifies sources for materials and equipment, evaluates the capabilities and performance of subcontractors and suppliers, and selects qualified subcontractors and suppliers based upon their ability to provide competitive pricing, acceptable terms, appropriate material quality, and timely supply of goods.
Performs purchasing functions in conformance with the requirements of the prime contract with the client including, as applicable, the Federal Acquisition Regulation (FAR) and its supplements.
Issues requests for quotations, evaluates supplier quotations, plans and conducts negotiations, prepares cost and price analyses, availability studies, risk analyses, bid analysis summaries, and award recommendations that treat suppliers fairly and ethically, protects the company's interests, and promotes best value awards
Awards, issues, and documents all agreements with subcontractors and suppliers.
Monitors subcontractors /supplier performance, issues change orders, and manages sub /supplier relations.
Resolves disputes with subcontractors and suppliers and evaluates the performance.
Prepares, compiles, and maintains auditable records of the procurement process.
Maintains awareness of market conditions and delivery trends to determine future material availability and pricing probability.
Manages purchase orders to ensure timely completion, compliance with requirements, and appropriateness of invoices and payment.
Keeps Procurement Management advised of significant purchasing issues and potential problem areas.
Creates and maintains the procurement system including databases for subcontractors and suppliers specific to the project area
Assists estimating team by identifying qualified subcontractors and suppliers and by coordinating bid packages, bid analyses, and summaries.
Analyze RFP requirements and participate in a bidding strategy meetings
Work on multiple proposals /projects with all involved parties
Support the development of work plan, project plans, oral presentations (PowerPoint), customized SOQs, and responses to client requests for information
Assist business development and projects as needed
