SELECTED ACHIEVEMENTS
Project Manager, Sonatrach GL1Z Liquefied Natural Gas (LNG) Plant Renovation, Arzew, Algeria Assumed responsibility for $1 Billion dollar Engineering, Procurement and Construction Contract for a 6-train LNG plant renovation while managing a 3000 man work force. Rescued the project that was 18 months behind schedule
Reduced last gas to first gas time from 21 months to 5 months. This was accomplished by revising project execution strategy, replacing a portion of the work force with Filipinos and adding expatriate supervision.
PMC Project Manager Sonatrach New LNG Project, Skikda, Algeria Led the Project Management Contractor (PMC) team for Sonatrachs $4 Billion LNG plant for which KBR was the EPC contractor Direct Business advisor to Sonatrachs Project Director.
Reduced costs by $100 Million by negotiating cost reductions from original bid prices in award of reimbursable subcontracts. Managed the $900 Million+ lump sum portion of the contract with zero dollar changes. Sr. Project Manager, Saudi Aramco Khurais Project Managed Front End Engineering Design (FEED) Contract for the $4 Billion Saudi Aramco Khurais Project (Sea water treatment, pipelines, and high pressure injection).
Completed FEED Contract ahead of schedule and 50,000 job hours under budget. Led proposal team converting portion of FEED into a $750 Million Convertible Lump Sum Turnkey (CLSTK) contract.
Vice-President, Technical Services, El Seif Engineering Contracting Est., Riyadh, Saudi Arabia Senior Executive Team Member, responsible for estimating, engineering, procurement, cost control, and scheduling.
Turned around performance on an EPC Lump Sum Turnkey (LSTK) hospital and infrastructure project on which progress had stopped - due to disputes among client, (subcontract) engineer, subcontractors and suppliers. Project completed on schedule and under budget. Led a 1 week successful bid process for $100 Million defense infrastructure project. Successful commencement on project led to award of facilities at three additional sites for total revenue of $400 Million. Restructured estimating methodology and overhead pricing model on all contracts, to achieve positive cash flow.
Controls / Contracts Manager, Saudi Yanbu Petrochemical Project Responsible for cost control, scheduling and subcontract administration on this $1.3 Billion budget project. Direct responsibility for subcontract negotiation and administration with budget of $250 Million.
Project completed $300 Million under budget and 60 days ahead of schedule. Limited total subcontractor changes to 2% with no residual claims at project completion.
Operations Manager, Dillingham Engineering, Sydney, Australia Responsible for estimating, proposal preparation and project operations (engineering and construction) of the company. Total 7 projects executed under my responsibility, the 2 largest were Lump Sum Turnkey (LSTK) power plants of 105 MW and 112 MW + process steam.
Built EPC organization and successfully negotiated and managed (2) two profitable LSTK power plant contracts. Grew annual revenues five-fold in four years.
Director of Capital Works, Manila Water Company Responsible for engineering and construction of the companys $100 Million capital works program.
Reduced departmental head count by 40, while improving performance. Reduced first 5 year capital budget by $45 Million through analysis of cost drivers, re-engineering of (pre-privatization) distribution system, and negotiation with the regulatory agency and the other concessionaire. Project Manager, University of Virginia (UVA) Replacement Hospital Project Led owners project management team and responsible for management of two Architectural and Engineering firms and General Contractor as well as coordination with users and the Commonwealth. Joined team to contain budget overrun.
Led cross-functional team of all project participants which achieved $30 Million in cost reduction to meet project budget. This was accomplished through a combination of functional revisions, value engineering, and negotiation. Project completed on schedule. Interim Program Manager, Jubail Project , Saudi Arabia Assigned on interim basis due to emergency evacuation of prior incumbent and my good relationships with client from prior assignment. Responsible for management services, design and construction of infrastructure for the Jubail Industrial City.
Resolved inter-departmental and client inter-departmental conflicts in order to finalize planning for the $500 MM Jubail II program, and achieve Saudi Arabian government approval.
