PROFESSIONAL EXPERIENCE

ECC, Virginia Beach, Virginia (9/08-Present). As Senior Program/Senior Project Manager, with over 32 years of construction experience and 27 of those years in business development and construction experience with design build/firm fixes price/government and private sector construction contracts. Most recently in the Tidewater area of Virginia and throughout the Mid-Atlantic and Southeast regions. Established a vetted database of prequalified subcontractors, vendors, A/E firms and decision makers with NAVFAC,USACE and AFCEE.

Duties include: Developed a longterm business plan for NAVFAC, USACE, and AECEE projects throughout the Mid-Atlantic and southeast regions. Researched and prepared capture plans for all DOD/DOS/DOE projects listed. This includes project identification, leading proposal, and estimating teams, staffing the project, and selection of the A/E teaming partners including development of Teaming agreements. Overall responsibility for over $500 million in construction on an annual basis. Currently heading up business development and construction operations for NASVFAC Mid-Atlantic and Southeast, AOR.

Construction Consultant (3/07-9/08). Provided consultant services for various local contractors and developers in Williamsburg and the Hampton Roads area of Virginia to include David Nice Bldg., Construction Solutions, RDM Construction Corp., and Reed Commercial Properties.

Raymond Key Commercial Contracting, Virginia Beach, Virginia (2005-3/07). As Vice President of Operations, reported to the company president. Provided overall responsibility for the entire commercial construction division. Reviewed and approved all competitive and negotiated bids before submission. Reviewed contracts prior to signatures. Monitored all budgets and job costs. Attended project manager and superintendent meetings. Provided cost analysis, feasibility studies, and acquisition of properties for development. Supervised three project managers, six superintendents, two estimators and 50 employees.

Major projects:
Booker T Washington Middle School Renovation and Addition, 78,000 square feet - $10,600,000. A 40,000 sq. ft. renovation of 70-year-old school and a 38,000 sq. ft. addition of a new a new gymnasium and classrooms. Negotiated change orders to include general conditions for environmental issues which increased the contract total to $10.5 million. Subcontractors completed their scope of work and the project was completed with an 8% profit.
Downing Gross Cultural Arts Center Renovation and Addition, 48,000 square feet - $7,600,000. Complete interior renovation of the second and third floors, a new amphitheater, and a new elevator tower. During the renovation the first floor remained occupied. Negotiated change orders totaling $1 million due to unforeseen conditions.
Doris Miller Aquatic Center, 20,000 Square feet - $4,500,000. Demolition and new construction of a pool, clubhouse, locker room, and pump house. During demolition a secondary pool was discovered below the top pool. The substructure was not shown on any of the bid documents nor in the project specifications. Successfully negotiated a $250,000 change order for removal of the substructure.

American Bridge Company, Virginia Beach, Virginia (2003-2005). As Senior Project Manager, reported to the Vice President of Operations. Responsible for entire construction operations including marketing, project management, scheduling, purchasing, and cost analysis. Monitored all competitive and negotiated bids and budgets. Coordination with architects, mechanical, electrical and structural engineers. Coordinated projects with Naval Officers. Responsible for all billing and accounts receivables. Major projects include:

As Director of Operations, responsible for entire construction operations including marketing, project management, scheduling, purchasing, and cost analysis. Armada Hoffler Construction Company, Chesapeake, Virginia (1987-1991). As Division Manager - Southeast Region, Responsible for all aspects of construction, to include operations, costs, and new development work which included opening new markets in Charleston, South Carolina, Mobile, Alabama, Macon Georgia, and Raleigh North Carolina while based out of Chesapeake, Virginia. Responsible for setting up satellite offices and hiring all personnel for these locations. Reviewed and approved all competitive and negotiated bids and contracts. Met with all management personnel monthly to review costs and job issues. Maintained relationships with clients. Supervised 6 regional mangers, 4 project executives, 4 senior project managers, 16 project managers, and 40 superintendents, and administrative staff. After the successful completion of the Marriott Hotel and Convention Center in Norfolk, Va. We created a limited partnership with the Marriott Corp. and built 3 more in Virginia and Maryland. Average cost of each hotel was $100,000,000. Developed, trained, and oversaw Quality Control Program. Total construction was over $500 million per year.

Banc Construction Management, Baltimore, Maryland (1986-1987). As Construction Manager/ Consultant, performed project and cost analysis, purchasing, coordination with architects, and engineers. Coordination with city officials. Troubleshooting and resolution of outstanding issues. Hired as a consultant to resolve outstanding construction issues. Due to poor plans over 900 change orders were created and 1 Y2 years in delay of project completion. Instrumental in the completion of the project and the $20,000,000 judgment against Meyers & Delayo, the architectural firm.
